How PayPal Pays
CL5–CL9 and T26–T29 career levels, compensation across 28 global cities, equity-heavy senior pay, the 2026 Equity Incentive Award Plan, executive AIP scores, insider filings and FY2025 H-1B base wages.
Band Hierarchy
PayPal does not publish a definitive global band chart. CL5–CL9 engineering and T26–T29 management levels are directly observed market labels; entry, senior-IC, VP–EVP and Board layers are functional reconstructions, not proof of one universal HR grade.

Global Footprint & Pay Arbitrage
PayPal publishes regional workforce shares and a location list, not city headcounts. The arbitrage table shows market-model outputs for matched technical bands, not internal transfer multipliers.

Onshore versus offshore
For matched technical bands, the model implies Bay Area total compensation is commonly 2.5×–4.5× Bangalore total compensation, widening when U.S. equity refreshes dominate. The cash-base multiplier is usually smaller than the total-comp multiplier. India onsite allowances, temporary-assignment premiums and tax-equalisation formulas are not publicly disclosed.
Cities labelled market-model satisfy comparison coverage but should not be read as proof of a major current PayPal office. PayPal operated across 28 countries at 31 December 2025.
Variable Pay & Annual Incentive Plan
Workforce target percentages are observed market component mixes, not a published PayPal bonus plan. Only executive Annual Incentive Plan company scores are publicly disclosed.

Executive AIP Company Scores
Calculation inputs — workforce payout history is not disclosed
- Executives: company financial/strategic metrics plus individual performance; from 2024 the AIP is paid in cash while LTI is granted separately.
- Ordinary workforce: market submissions show annual cash bonus components, but PayPal has not published a global formula tying every role to company, business-unit or individual metrics.
- Cadence: annual is the strongest supported pattern; monthly or quarterly payout claims are role-specific and not public enough to generalise.
- Payout history: only executive AIP company scores are public — no claim that the whole workforce received 151%, 199% or 98% would be correct.
Equity — RSU, PSU, ESPP & Plan Pools
PayPal's U.S. filings use RSU, PBRSU/PSU, option, SAR, DSU and ESPP terminology. The 2026 Equity Incentive Award Plan replaces new grants under the 2015 plan; the ESPP purchases at 85% of the lower start/end price.
Pool, Utilisation & Stock-Based Compensation
A simple grants ÷ reserve utilisation rate would be misleading because of forfeitures, recycled shares, multiple plans and the 2026 transition; PayPal does not disclose one.
Vesting Patterns
| Award | Term | Cadence | Evidence / condition |
|---|---|---|---|
| Common employee RSU pattern A | 3 years | Approximately one-third annually | Employee-market reports; the award agreement controls. |
| Common employee RSU pattern B | 4 years | 25% in year one, then monthly/periodic vesting reported | Reported pattern; not universal. |
| 2025–2027 executive PBRSUs | 3-year cliff | Relative TSR measured at 12, 24 and 36 months, then certified | Proxy: target positioning around the 55th percentile. |
| Lores make-whole RSUs | 3 years | Offer-letter schedule | $20M make-whole award plus separate partial 2027 RSUs and transformation PSUs. |
| ESPP | Six-month purchase periods | Payroll deductions purchase at period end | 85% of the lower start/end fair market value; offerings up to two years. |
Illustrative Annual Grant by Band — U.S. reference
Reading grant values in shares
At the $46.32 reference price (10 July 2026 close), a Senior SWE (T24) annual grant of $45K–$110K equals roughly 972–2,375 shares. Equity begins appearing in direct technical offers from CL5/T22, but PayPal does not disclose a universal minimum eligible band — grant size, refresh cadence and retention awards are discretionary, and 2025 proxy disclosure signals more selective allocation. ESPP contributions are reported up to 10% of base with a 15% discount, capped near $25,000 of stock per calendar year in the U.S.
Executive Compensation — FY2025
FY2025 Summary Compensation Table values are grant-date accounting values, not cash received. Alex Chriss led through 2 February 2026; Enrique Lores became President & CEO on 1 March 2026.
The illustrative target package sums to $93.35M including base and target bonus, but award timing, service periods and accounting treatment mean it must not be compared directly with one-year Summary Compensation Table totals.
Block's Jack Dorsey keeps a deliberate $2.75 annual salary policy — an outlier excluded from median benchmarking, not a conventional pay comparator.
Named Executive Officers & Board
FY2025 Summary Compensation Table totals for the named executive officers, plus non-employee director pay. Bars show reported totals; stock awards are grant-date values.
Non-Employee Director Compensation — FY2025
| Person | Role | Total |
|---|---|---|
| David Dorman | Independent Chair · FY2025 total; cash and equity mix. | $400,588 |
| Enrique Lores | Director before CEO appointment · FY2025 director total — not his 2026 CEO package. | $530,101 |
| Joy Chik | Director · FY2025 director total. | $420,544 |
Leadership at the report date
Alex Chriss exited on 2 February 2026; Jamie Miller served as interim CEO until Enrique Lores took over as President & CEO on 1 March 2026. In April 2026 PayPal reorganised into three operating businesses — Checkout Solutions & PayPal, Consumer Financial Services & Venmo, and Payment Services & Crypto. Regional-head pay is not separately disclosed unless the executive is a named executive officer, and the typical annual board package models around $425K with stock as the largest component.

Offer checklist
Ask for the employer cost versus employee deduction, waiting periods, dependent coverage, deductible and out-of-pocket maximum, retirement-match vesting, leave classification, equity tax withholding, ESPP country availability, relocation clawback, remote-work expense policy and sabbatical eligibility in writing. "Competitive benefits" is not enough to price an offer.
Performance, Progression & Headcount
PayPal does not publicly disclose a global rating scale, forced distribution, increment matrix, probation policy or minimum time-in-level. The progression model below is a market estimate, not policy.

Headcount Trend
Median Employee Compensation
The FY2025 median rose 19.2%, but the median can move with workforce mix, currency, equity vesting and the selected median employee — not simply across-the-board raises. PayPal does not publish a companywide attrition rate or annual average hike percentage.
H-1B / LCA Visa Footprint
Independent extraction of U.S. DOL quarterly LCA disclosure files, FY2023–FY2025, deduplicated by case number and restricted to certified and certified-withdrawn H-1B cases. LCA wages are offered base salaries — no bonus, stock or benefits.

How to Use This Data
Certified LCA wages are guaranteed U.S. base salaries for a role and worksite — they exclude bonus, RSUs, benefits and sign-on, and one worker can generate multiple filings through amendments and renewals. The FY2025 median rose about 6.4% over FY2024; San Jose's $187.7K median sits well above Austin ($153.8K), Chicago ($145K) and Scottsdale ($125K), reflecting geography and role mix. Titles such as Software Engineer 2/3, MTS 1/2, Senior and Staff Software Engineer map cleanly onto the CL6–CL8 proxy bands, but an LCA wage should never be compared directly with total-compensation medians.
Key Nuances & Insights
At CL8/CL9 and T28/T29, annualised stock becomes a major or dominant component. Negotiating only base can leave substantial value untouched.
The CEO ratio moved 375:1 → 69:1 → 221:1 over three years largely because Summary Compensation Table stock awards are booked at grant date.
Title, business, location, hiring channel and grant date can create wide dispersion inside the same nominal level.
Cash bases compress geographically, but U.S. refresh grants and senior equity can widen total-comp ratios to several times India packages.
The DOL median is a strong official wage signal but omits bonus, RSUs, benefits and sign-on; it should not be compared directly with total-compensation medians.
PayPal publishes a location list and regional headcount, not a city headcount table. Cities without a verified hub are explicitly labelled market-model.
ESPP creates a purchase discount with a lookback, subject to contribution limits; RSUs are compensatory grants with vesting and forfeiture risk.
Form 4 disposals tied to RSU vest taxes are mechanical; pre-planned 10b5-1 sales are also analytically distinct from discretionary sales.
The 2026 omnibus plan replaces new grants under the 2015 plan while preserving outstanding legacy awards and allowing defined share recycling.
Proxy disclosure signals more selective equity allocation, concentrating grants on roles where retention or market pressure justify them.
The 2026 appointment package combines annual awards, make-whole value and stock-price PSUs; summing all target values as ordinary annual pay would be misleading.
PayPal's global wellbeing narrative is official, but detailed local carrier, premium, coverage and leave rules are often not public.
PayPal discusses workforce and inclusion, but no current public global adjusted pay-gap percentage or complete country pay-equity audit was identified.
Assignment premiums, tax equalisation, per diem and rotation policies are not publicly disclosed; modelled geographic ranges should not price a temporary assignment.
FY2023–FY2025 revenue increased while year-end headcount declined — an efficiency agenda that can affect span, workload and bonus expectations.
Negotiation Implications by Career Stage
| Career stage | High-value questions |
|---|---|
| Entry / CL5 | Clarify whether equity and bonus are actually included; compare vest date, ESPP access, shift/operations allowance and learning support. |
| CL6–CL7 | Price base, annual bonus, sign-on, initial RSU and refresh separately. Ask whether the quoted stock value is grant-date total or annualised. |
| CL8–CL9 / staff | Equity refresh, retention risk, vesting cadence and role scope can outweigh a modest base difference. Negotiate level before cash. |
| Manager–Senior Director | Confirm span, target bonus, annual grant target, performance modifiers, severance/change-in-control treatment and unvested-equity policy. |
| VP+ | Benchmark target opportunity and downside/upside, not SCT history alone. Review ownership requirements, clawbacks, PSU metrics and termination treatment. |
| International transfer | Separate host base, home benefits, tax equalisation, immigration, relocation clawback, currency protection and equity-tax sourcing. |
