Band Hierarchy

Intel's public salary ecosystem consistently identifies grades G3–G11. G12/G13 and the SVP–EVP–CEO layers are normalized from titles, proxy compensation disclosures and market evidence rather than an official published catalogue; the technical IC and management tracks diverge around G7–G8 and can reconverge economically at G11, where Intel Fellow and Vice President packages overlap.

Onshore vs offshore interpretation

For the same normalized grade, the U.S. package is the nominal anchor. India generally lands at 25–35% of U.S. nominal total compensation, UK/Australia/Canada at roughly 55–75%, Germany at 65–80%, and Israel can approach 90–100% for high-value design and architecture talent. These are nominal ratios, not purchasing-power comparisons; onsite/offshore allowances and rotation policies are not publicly disclosed.

Reported through SEC Forms 3/4/5. Transaction codes matter: S is a sale, P an open-market purchase, F tax withholding after vesting, and M an exercise or conversion — a vesting-related withholding is not a discretionary sale.

  • Leave. 26-week maternity statutory baseline; exact Intel India annual, sick, casual and paternity schedules are not public.
  • Equity. RSUs may be granted at all levels; ESPP participation offered subject to India plan and tax rules.
  • Other. Transport, meals, phone, relocation and education reimbursement vary by site and role; public limits were not found.

Global Programmes

  • Learning. Internal learning, technical training, tuition/education support and certification programs vary by country and business.
  • Wellbeing. Employee assistance, wellbeing and flexible-work programs are referenced globally; detailed limits are country-specific.
  • Mobility. Relocation and mobility packages are role- and assignment-specific; no public global matrix was found.

Specific public limits for India insurance, meal cards, cab routes, internet/phone allowance, education reimbursement, relocation, sabbatical and NPS employer contribution were not found in primary public documents — obtain them from the current offer letter and local benefits booklet rather than guessing.

Fewer layers and tighter headcount mean greater retention differentiation — same-grade dispersion widens as scarce foundry, process and design skills are defended with equity.

H-1B / LCA Visa Footprint

LCA wages are base salary only — they exclude annual bonus, RSU value, the ESPP discount and benefits. Full-year figures come from DOL-derived sponsor datasets; the Q4 tables are calculated from the row-level FY2025 Q4 DOL disclosure workbook for Intel Corporation, Intel Federal LLC and Intel Americas.

How to Read This Data

H-1B base medians line up broadly with G5–G7 base ranges, though senior engineers and managers sit above that band. Santa Clara and Bothell carry high-cost premiums while Rio Rancho and manufacturing markets run lower. A $149K software-engineer median is not $149K total compensation — RSU and bonus can materially increase the package. Petition count is not headcount: one LCA can cover multiple workers, amendments and locations. USCIS FY2025 petition summaries separately showed 632 new-employment and 1,414 continuing-employment approvals (19 and 52 denials — about 96.65% approval). Petition counts are not directly comparable to LCA counts.

Key Nuances & Insights

01Broad equity participation, steep value skew

More than 73% of employees received equity in 2025, but economic value rises sharply from G8/G9 and becomes dominant at executive level.

02ESPP is the most democratic wealth mechanism

The 85% purchase price and 74.2% participation (60,076 of 80,970 eligible) are far more transparent than discretionary RSU guidelines.

03Foundry and silicon scarcity break simple software mappings

Process, yield, packaging and component-design roles can command premiums not visible in generic SWE ladders like the L3–L8 peer map.

04India is low nominally, high locally

Bengaluru G8 public total compensation around ₹74.5L ($77.7K) is roughly 29% of the U.S. G8 median yet sits high in the Indian professional market.

05Israel is the premium non-U.S. technical hub

Haifa/Kiryat Gat G8 public total compensation around $238.6K nearly matches the U.S. G8 package — about 0.90× the Hillsboro anchor.

06External hires can be paid differently from promotees

Signing, retention and make-whole equity produce same-grade dispersion; the exact lateral-versus-internal gap is not public.

07CEO pay needs a run-rate lens

The $92.991M reported total is technically correct, but Intel's own $39.724M supplemental ongoing-pay view is the more useful steady-state comparison.

08Pay equity controls are not a band table

Intel reports workforce and inclusion initiatives, but public materials provide no global adjusted-pay-gap matrix by grade and country.
