- GM postings and recurring employee reports identify Levels 5 through 9, sometimes with A, B and C subgrades, but no public source establishes a complete one-to-one map for every function, country or legacy operation.
- This is not a software-only ladder. Manufacturing group leaders, engineers, software developers, managers, technical specialists, chief engineers and fellows can occupy the same numbered levels, so title alone is an unreliable compensation proxy.
- Levels 7 to 9 are the most ambiguous rungs. Role family, subgrade, geography and business criticality can matter as much as the headline number, which is why the peer mapping here is a functional comparison and not a grade equivalence.
- Director, Vice President, Senior Vice President, Executive Vice President and Chief Executive Officer are corporate titles, not hidden grade numbers, and are treated as title tiers throughout this report.
- The unionised hourly population sits outside this ladder entirely. It is covered by negotiated classifications and progression rather than salaried levels, and the source bundle carries no collective-agreement wage table, so no hourly scale is shown.
- Country entities and joint-venture environments, particularly GM Korea and GM China, can use local titles that do not map cleanly onto the US Level 5 to Level 9 labels.

Every non-executive figure on this page is either a live posting range, an employee-submitted observation, or a model calibrated on one of those, and none of it is a GM-published band, an offer guarantee, or an assertion that every employee at a stated level receives equity. GM does not publish city-level headcount, so this catalogue does not rank sites by employee count. The Warren Technical Center is the one site GM quantifies, at more than 21,000 employees; GM de Mexico reports more than 25,000 direct employees across five locations and GM Canada approximately 6,900. Oakville was dropped from the location list because the source bundle records no GM headcount there.

- The Warren column is the anchor. Its Level 5 median is calibrated on the Flint Level 5 posting, its Level 7 and Level 8 medians on live GM software and engineering-manager postings, and its Level 9 and Director medians on employee-contributed management records.
- Detroit sits 3 percent above Warren, Mountain View 55 percent above and Austin 15 percent above, while Fort Wayne at 0.88 is the lowest-cost US market modelled. The US spread from Fort Wayne to Mountain View is 1.76 times.
- Offshore compression is strongly level-dependent in India, Mexico, Brazil, China and Argentina, so those markets carry separate junior and senior factors. Bangalore runs about 0.09 times Warren at Level 5 and 0.36 times at Senior Vice President, so the gap narrows from roughly eleven times to under three.
- Canada, South Korea and Australia are given a single flat factor because their ratio to Warren moves less than about 15 percent across the whole ladder and is not monotonic. Canada is in fact relatively stronger at junior levels than senior ones.
- Executive Vice President, Chief Executive Officer and Board figures are single global US proxy disclosures that the source bundle repeated unchanged in every city table. They are carried in the executive section instead of the band table so that no city factor is ever applied to them.
Model rules
- Every modelled cell is the Warren median multiplied by the city factor and then by the 26 August 2026 foreign-exchange snapshot. These are analytical conversions, not payroll rates.
- Total compensation is base plus target variable pay plus modelled annual equity value, and nothing else. No employer benefit load, social-security cost or vehicle-discount value is capitalised into the total, so base plus bonus plus equity reconciles to the total on every row.
- Total factors are set equal to base factors. In the source bundle the base and total factors were identical at Level 5 in all 31 markets and diverged only higher up, because a flat US-dollar equity figure had been applied to every US city; correcting that removes an artefact that would otherwise have pushed Mountain View's total factor down from 1.55 to 1.15 across the ladder.
- Intermediate bands are interpolated linearly by seniority between the junior and senior factors, which understates the real mid-ladder compression in India and Mexico by up to about a fifth. The published Level 7 ratios are the more reliable single comparison point.
- The city factor is an external labour-market calibration, not a GM geographic differential, an internal transfer-pricing schedule or an equal-work pay comparison.
- Argentine peso figures are mechanically converted from a US-dollar-equivalent model and become stale quickly under high inflation; local contracts may use indexing that is not publicly disclosed.
Variable Pay & Annual Cash Incentive
Two separate plans run in parallel. Salaried employees are on TeamGM, generally paid as a lump sum on the final February payroll; named executives are on a disclosed short-term incentive plan. The same performance year can carry different company factors for the two populations, and it did in 2025.

Employee payout timing and history
The TeamGM company multiplier is the volatile part of a salaried package: 130 percent for 2023 performance paid in February 2024, 144 percent for 2024 paid in February 2025 and 114 percent for 2025 paid in February 2026. A Level 8 employee on the $190,000 Warren anchor would have seen the same 18 percent target produce roughly $49,000, then $44,000, then $39,000 in three consecutive Februaries before any individual factor. Individual ratings move actual payouts above or below the company multiplier.
Sales and special incentives
GM publishes no sales-commission plan. Spot awards, retention awards, plant incentives, dealer-facing sales incentives and negotiated profit sharing may exist outside this table, and the exact country, business-unit and employee-class plan documents are not publicly disclosed.
Equity — RSUs, PSUs, Options & ESPP
General Motors runs one active equity vehicle and it is not broad-based. The 2020 Long-Term Incentive Plan permits restricted stock units, performance share units, options, stock appreciation rights and restricted stock, but grants are discretionary and no public filing establishes a minimum grade that automatically receives equity.
- Stock compensation expense was approximately $334 million in 2025, $332 million in 2024 and $340 million in 2023, with roughly $267 million of unrecognised cost at the 2025 year end. On $185.0 billion of 2025 revenue that expense is about 0.18 percent, which is the clearest single indicator that equity is not a broad-based element of GM pay.
- No stock options were issued in 2024 or 2025, although the plan retains option and stock appreciation right authority.
- Proxy overhang was 8.4 percent and the three-year average burn rate approximately 0.9 percent on the company's own calculation.
- The two utilisation figures below are analytical ratios computed from the disclosed outstanding and available share counts. They are not a company-defined metric.

Vesting — common reported employee schedule
This schedule describes disclosed named-executive award terms. GM publishes no vesting schedule for the selective awards modelled at Level 7 and above, and the plan and award agreements also carry service, career-status, clawback and restrictive-covenant provisions whose outcome depends on age, service and termination circumstances.
Eligibility by hierarchy level
- No recurring grant was identified at Level 5 or Level 6 in any public source. Spot and discretionary recognition awards may exist, but they are not a band entitlement.
- Level 7 and Level 8 grants are modelled as selective critical-skill, retention or promotion awards, with a modelled median of $10,000 at Level 7 and $40,000 at Level 8 against a low case of zero. They are more common for scarce software, autonomy and senior-management talent.
- Level 9 is the first level modelled with a non-zero low case, at $25,000, rising to a $90,000 median and $200,000 high.
- Director through Senior Vice President grants are modelled as annual Long-Term Incentive Plan awards with medians of $250,000, $900,000 and $3,000,000, on discretionary decisions about performance, role scope, succession and retention.

Executive Compensation
Five named executive officers appear in the 2025 disclosure. The structure is unusually uniform: every disclosed cash payout is the officer's target multiplied by the same 118 percent company factor, and stock awards carry roughly 72 percent of the chief executive's reported total.
Reading the package
Salary is about 7 percent of Mary Barra's reported 2025 total, stock awards about 72 percent, the cash incentive about 17 percent and all other compensation about 4 percent. Target direct compensation was $27.3m against a reported $29.90m, the difference coming mainly from the incentive paying at 118 percent and from grant-date accounting values on the equity. Reported stock awards are grant-date accounting values, not cash received.
Only the Ford comparison is like for like. The Stellantis figure is partial-year compensation for an executive who took the role during 2025 and is not directly comparable, and Toyota is omitted entirely because Kenta Kon became chief executive on 1 April 2026 and no directly comparable full-year total was available at the report date. Cross-border comparisons also mix disclosure regimes, so the gap to European and Japanese peers overstates the real difference in package design.
Named Executive Officers & Board
GM discloses compensation only for officers who qualify as named executives under SEC rules. There is no Indian-style key managerial personnel framework here, so most regional presidents and functional chiefs are invisible.
Two of the five 2025 rows are partly reconstructed. The source bundle reproduced full component tables for Mary Barra, Mark Reuss and Paul Jacobson but only salary, cash incentive and total for Sterling Anderson and Rory Harvey, so the stock figure shown for those two is the residual after salary and cash incentive and their all-other-compensation is shown as zero rather than guessed. Sterling Anderson's 2025 total also includes a substantial new-hire element reported at up to $24m of additional value through 2027 and is not representative of a normal Executive Vice President year.

The five-tier system reported in August 2024 places roughly the top 5 percent of the cohort in Significantly Exceeds Expectations with a reported 150 percent bonus treatment, about 70 percent in Achieves Expectations at 100 percent, and roughly the bottom 5 percent in Does Not Meet Expectations at zero and subject to stronger performance action. Reading the data correctly
- A records count of zero in the city table means the aggregator did not display a count for that worksite, not that no filings exist.
- H-1B wages are role-specific and location-specific proffered or prevailing wages. They are base salary only and exclude bonus and equity, so they are not comparable with the total-compensation columns elsewhere on this page.
- The sample is biased towards sponsored technical and professional roles and excludes almost all of GM's US hourly, manufacturing and non-sponsored population, which is more than half the US workforce.
- Labour condition application certification is not the same as USCIS petition approval, and a certified application does not mean a petition was filed or granted.
- The Warren and Milford quartiles are compact summaries of the cited example filings rather than a full statistical distribution for those cities.
Key Nuances & Insights
Every disclosed 2025 named-executive cash payout is that officer's target multiplied by exactly 1.18. Barra's $4.20m target paid $4,956,000, Reuss's $1.6875m target paid $1,991,300, Jacobson's $1.50m paid $1,770,000, Anderson's $1.25m paid $1,475,000 and Harvey's $1.0625m paid $1,253,800. The company factor did all the work, which means the negotiable variable at that tier is the target percentage and the salary it multiplies, not the individual rating.
Reported TeamGM company factors were 130 percent for 2023 performance, 144 percent for 2024 and 114 percent for 2025. On the $190,000 Level 8 Warren anchor and an unchanged 18 percent target, that is roughly $49,000, then $44,000, then $39,000 in three consecutive Februaries before any individual factor. Anyone modelling a GM offer on last year's bonus is modelling a moving number.
No recurring grant was identified at Level 5 or Level 6 in any public source, and the Level 7 modelled low case is still zero. Equity does not gradually enter a GM package as it does at a technology employer; it appears selectively for scarce skills and then scales hard, from a $10,000 modelled median at Level 7 to $250,000 at Director and $3.0m at Senior Vice President.
GM recorded about $334 million of stock compensation expense in 2025 on $185.0 billion of revenue, roughly 0.18 percent. Spread across approximately 155,000 employees that is around $2,150 a head. The three-year average burn rate is about 0.9 percent. These are the numbers of a company that grants equity to a narrow group, not one that runs a company-wide plan.
The ratio moved from 303:1 for 2023 to 310:1 for 2024 to 333:1 for 2025 while the chief executive's reported total barely changed, from $27.85m to $29.50m to $29.90m. The driver was the median employee dropping from $95,111 in 2024 to $89,785 in 2025. That median is a workforce-composition measure across a population that is roughly 57 percent hourly, so it moves with plant mix and shift patterns as much as with pay policy.
The Flint Assembly Manufacturing Group Leader, Maintenance vacancy is labelled Level 5 and posted at $53,400 to $81,800. Every other level anchor on this page is triangulated from unlabelled posting ranges and employee submissions. That single posting is why the Level 5 row carries firmer evidence than the levels above it.
A Level 7 can be a senior individual contributor or a people manager; Level 8 covers staff specialists and managers; Level 9 spans senior managers, technical fellows, chief engineers and associate-director scope. Two people with the same job title can sit a level apart, and two people at the same level can have very different scope. Ask for the level and the subgrade, not the title.
GM's disclosed workforce is roughly 88,000 hourly and 68,000 salaried. The hourly population is covered by negotiated classifications, wage progression and profit sharing rather than salaried levels, and its economics run on bargaining rounds rather than merit cycles. The source bundle carries no collective-agreement wage table, so no negotiated scale appears anywhere on this page.
Fort Wayne sits at 0.88 times the Warren anchor and Mountain View at 1.55, a 1.76 times internal US range. Markham in Canada sits at 0.69. A US internal transfer between GM sites can therefore move base pay by more than a move from Michigan to the Canadian Technical Centre would.
Bangalore runs at roughly 0.09 times the Warren base at Level 5 and 0.36 at Senior Vice President, so the gap narrows from about eleven times to under three. Mexico City runs 0.34 to 0.63 and Brazil 0.30 to 0.59. A single country multiplier would misstate both ends of the ladder, which is why those markets carry separate junior and senior factors here.
Canadian factors are relatively stronger at junior levels than senior ones: Markham sits at 0.79 times Warren at Level 5 and 0.71 at Senior Vice President. Korea and Australia are similarly flat or mildly inverted. Those markets are given a single factor here precisely because the compression story that fits India and Mexico does not fit them.
Sterling Anderson's 2025 arrival was reported at roughly $16m of first-year value with up to $24m more through 2027. That is well above the disclosed 2025 totals for two longer-serving Executive Vice Presidents, and it is the clearest public signal that scarce autonomous-vehicle and software leadership is priced against the technology market rather than the automotive one.
GM's US benefits page lists stock purchase opportunities beside vehicle discounts, but no discount, lookback, contribution ceiling, purchase cadence or enrolment window was located in the 2025 or 2026 materials reviewed, and GM's investor FAQ separately states it offers no direct stock purchase or dividend reinvestment plan to outside shareholders. Do not price it into an offer comparison.
Argentine values here are mechanically converted from a US-dollar-equivalent model at a single 26 August 2026 rate, and go stale quickly under high inflation. Local contracts may use indexation or other protection that is not publicly disclosed, so a nominal peso comparison across even a few months is unreliable.
Research control
The only clean peer comparison GM has is Ford, and on chief executive pay the two are close: $29.90m against $27.52m for 2025. Below the top, the more useful comparison is that GM competes in two labour markets at once. Against automotive peers it is a conventional cash-and-bonus employer with selective long-term incentives. Against the technology market it is structurally cash-heavy: a technology employer would put meaningful equity into a mid-level engineer's package, and GM's public record shows no recurring grant below Level 7 at all. That is why GM's coastal software postings run to a $290,700 top of range on base while its stock compensation expense stays under 0.2 percent of revenue.

Known gaps and diligence before relying on a cell
- 1Only one research bundle exists for General Motors, so no figure on this page could be cross-checked against a second independent compilation. Where the bundle itself flagged an internal inconsistency, such as GM's rounded 88,000 hourly and 68,000 salaried figures not summing to 155,000, that is noted rather than reconciled.
- 2The Executive Vice President, Chief Executive Officer and Board rows are deliberately excluded from the band table. The pay-relevant events of the last two years are a falling bonus multiplier, three rounds of salaried reductions, a larger equity authorisation, and bargaining rounds in Mexico and Canada that sit outside the salaried system entirely.
The fall from about 162,000 to 155,000 is roughly 4.3 percent in a single year, and it followed two rounds of salaried reductions in 2024 rather than a manufacturing contraction. GM publishes no comparable global voluntary-attrition rate, so the headcount series is the only workforce trend that can be tracked from public filings.
